What H.264 bitrate works best?

It's dependent on the scene, resolution, frame rate and your requirements.

Generally speaking, multi-megapixel video at 5 FPS or higher works well with a CBR limit between 4096 and 8192 Kb/s.

For lower resolution  and FPS and/or streaming over the Internet, a value of 512 to 1024 Kb/s works well.
